Congress has not enacted a Federal Budget and the Federal Government is shut down. The New York State (NYS) WIC Program is open for business as usual. Vendors must continue to accept WIC benefits.

NYS recognizes the difficulties due to all the uncertainty of the Federal budget. As we learn more, we will continue to share any new information. Guidance is subject to change given the rapidly changing federal landscape.

On September 14, 2025, Fidelity Information Services (FIS) replaced Conduent as the contracted Electronic Benefit Transfer (EBT) processor for the New York State WIC Program. Any vendor having issues conducting WIC transactions following this change should contact: FIS merchant services 855-897-5898 for equipment issues and VMA for all other questions 646-973-3942.

Public Health Solutions (PHS) is a non-profit organization that provides WIC vendor management services throughout New York State. PHS oversees all authorized WIC vendors, processes applications for new WIC vendors and provides training, monitoring and technical assistance to WIC vendors, participants, and local agency staff.
